Our approach to creating high performing organizations is unique because we have prepared
ourselves for the job. For the last 12 years, AfCI has created and improved a set of policies,
practices and continuous improvement tools - all "reverse-engineered" from the worlds most
successful organizational excellence model: the
Malcolm Baldrige Criteria for Performance
Excellence
. You can download a free copy of the Baldrige Criteria at www.nist.gov

Based upon our success rate to date, AfCI believes any organization (public or private) who
implements our
Baldrige HPO model will significantly improve their odds of winning or become a
finalist in any Baldrige Award Competition.

A FEW OF OUR SUCCESS STORIES

NORFOLK NAVAL SHIPYARD - Portsmouth, VA

NNSY is one of the US Navy's largest shipyards for overhauling and repairing the Navy fleet. AfCI
helped NNSY climb from a Baldrige Self Assessment only approach to implementation of the AfCI
Baldrige Management System (NNSY calls it their High Performance Leadership System). In both
2000 and 2001 NNSY was one of the few finalists in the annual Presidents Quality Award - the
federal government equivalent of the Malcolm Baldrige National Quality Award.

Pat Salmon & Sons, Inc. - Little Rock, Arkansas

This outstanding company operates over 100 US Postal Service contracts with operations in 26
states and a fleet of over 1000 trucks and 1000+ drivers. AfCI helped the Pat Salmon team
implement our Baldrige Management System (one of our many high performance organization
models) and apply for the 1997 US Postal Service Quality Supplier Award. Against overwhelming
competition from large corporations including the Marriott Corporation, Pat Salmon WON this
award in the large business services sector.

Scott Air Force Base (Illinois).

Most military organizations like Scott Air Force Base undergo regular command self-
assessments. During the 1995 to 1997 time-frame the Air Force used the Baldrige Criteria as a
basis for self-assessments. After receiving training and software from AfCI key members from
Scott AFB were evaluated by the Air Force Inspector General (IG). After his Inspector General team
finished their evaluation of the Scott AFB continuous improvement system, the IG issued a report
that Scott AFB software and procedures are considered a "best practice." AfCI is proud of the fact
that our command self-assessment software and training has been implemented by over 80% of
all United States Air Force Sites and Bases.

Arkansas Army National Guard (AANG)

This National Guard unit maintains 75 armories in 74 Arkansas communities with a positive
economic impact of $274 million dollars to Arkansas. The Major General and his top twenty staff
members gave AfCI the job of leading them through creation of a successful Strategic Plan. At the
conclusion of this intensive engagement, The Major General presented the highly regarded Bronze
Coin to denote Leadership. A customer satisfaction survey of all participants resulted in a score of
100% customer satisfaction with the AfCI strategic management system and process.

Army Morale Welfare Recreation (MWR)

The Army MWR organization is a complex, international conglomerate, with a workforce of 35,000
personnel, more than 5 million authorized patrons, and a wide-range of services and programs
delivered by more than 100 installations/sub-installations around the world. The
Army MWR selected AfCI to help it design a new Baldrige-based strategic planning model to
provide a common strategic planning framework for use at the Headquarters, Major Command,
and Installation levels. An additional AfCI assignment was to provide a systematic documented
process based on Baldrige and Army Performance Improvement Criteria (APIC). The goal was to
produce an Army MWR Strategic Action Plan with measurable results that meets the Government
Performance and Results Act (GPRA). AfCI successfully completed this engagement and our
senior consultant received public recognition for excellent work in this challenging engagement.

General Services Agency (GSA)

This GSA Site at Kansas City supports Federal agencies with technology, supplies and buildings
including tools and commodities. AfCI was engaged to assist with development of a Strategic Plan
and strategic performance measures to track key GSA performance areas. In less than six weeks,
AfCI guided GSA Site leaders and teams through the AfCI strategy development process to
produce new strategic goals, objectives, action plans and measures. AfCI put in place an earlier
version of CI-Toolkit as the performance management system at this site. GSA leaders made it
known to AfCI as well as their chain of command that the AfCI strategic management system
works!

US Army Okinawa, Japan

This large US Army Site at Okinawa provides the Army's forward presence on Okinawa, including
Command & Control of assigned and attached units and installation, logistic, and contingency
support to all Army and selected Joint Activities and personnel on or transiting Okinawa. AfCI was
engaged to assist with development of a Strategic Plan and strategic performance measures to
track key performance areas. Working onsite with a team of 40 personnel, AfCI applies our
strategic management system elements and produced over seventy-five (75) key measures of
performance for this key Army Site in a very short period of time. The 10th Area Support Group
Commanding Officer presented to AfCI the Army version of the Bronze Coin of Leadership. A rating
of 100% for customer satisfaction was assigned to this AfCI customer engagement.
